I was about to ask misc@openbsd.org,
and as I was going through my settings I looked at my
OpenBSD video
I've been running 6.9-current recently - and what to check my webcam

I was about to ask misc@openbsd.org,
and as I was going through my settings I looked at my /etc/sysctl.conf and saw kern.audio.record=1, which reminded me that I needed to:
sysctl kern.video.record=1
